The Cottonwood-Middle Minnesota (CWMM) River Watershed is located in southwestern Minnesota and spans 1,076,000 acres of land all located in portions of Blue Earth, Brown, Cottonwood, Lyon, Murray, and Redwood Counties. The CWMM Comprehensive Watershed Management Plan will be implemented through a Joint Powers Agreement involving the counties and SWCDs of Brown, Cottonwood, Lyon, Murray, and Redwood. This Joint Powers Board is the RCRCA Board that meets the first Thursday of the month.

Brown, Cottonwood, Lyon, Murray and Redwood counties along with the corresponding Soil and Water Conservation Districts (SWCD), the City of Springfield, Area II, and RCRCA scheduled multiple planning sessions after the public kickoff meetings to discuss what the public priorities were and how they should be summarized in the CWMP. Flooding, erosion and resource management were the main concerns from the public and all organizations.
These concerns led to a majority of the Watershed Based Implementation Funds (WBIF) being spent on agricultural practices and land management practices. A summary table of the Cottonwood-Middle Minnesota River CWMP's 10-year measurable goals is located in the "Important Links" section of this page. Priority subwatersheds were decided upon using modeling scenarios done by Houston Engineering Inc., discussions had by the Steering Team and approved by the Plan's Policy Committee.
The One Watershed One Plan is the program administered by the Board of Water and Soil Resources and is funded through the Clean Water Land and Legacy Amendment section of the Minnesota Legacy and Trust Funds. Thirty-three percent of state sales tax revenue from the Legacy Amendment is allocated to the Clean Water Funds which are required to be spent on protecting, enhancing and restoring water quality in lakes, rivers, streams and groundwater systems.
Start by visiting your local SWCD or County Environmental Services Office to discuss potential cost-share for multiple water quality concerns including but not limited to erosion, land management issues, well sealings, and septic incentives. Keep in mind, some SWCDs and County Environmental Offices are co-located and county ordinances MUST be followed regardless of funding availability through this watershed plan.
Once a project is designed and ready for approval, it will be entered into a scoring and ranking sheet that was approved by the Plan's Policy Committee. If the project ranks high enough, the contract will be added to the agenda for the Cottonwood-Middle MN Policy Committee Meeting (RCRCA Board of Directors) and the Board will review the request. The SWCD or County will inform the landowner on the Board's decision. When the project is complete, the landowner/land occupier must provide all invoices or material tags associated with the project to the SWCD or County before any cost-share can be dispersed.
